What version of the macOS is pre-installed on the Retina MacBook Air?
Different Retina MacBook Air models shipped with different versions of the macOS:

Regardless of the version of the pre-installed operating system, all Retina MacBook Air models are compatible with the latest version of the macOS.

Just as Apple explains for other recent Macs, the company notes that you can transfer data from an older Mac to a Retina MacBook Air by one of three ways:

How do you restore the operating system on the Retina MacBook Air?
Apple does not include a physical restoration method for the Retina MacBook Air.
Instead of including a recovery operating system on optical media or a USB stick, the operating system has a hidden "restore" partition containing a macOS Utilities application that is only accessible upon startup by holding down Command-R. Can the Retina MacBook Air run iPad apps?
Not directly. Although Apple uses the term "Retina" to refer to the Retina MacBook Air and a variety of iPad models, this refers to the display resolution rather than application compatibility.
The Retina MacBook Air uses the macOS whereas the iPad uses the iOS. When the Retina MacBook Air first shipped, there was no direct software compatibility between the two operating systems, although starting with macOS Catalina, it has become straightforward for developers to effectively port iOS apps to the Mac.
Can the Retina MacBook Air run Windows?
Yes. Like all Intel-powered Macs, the Retina MacBook Air can run Windows via Apple Boot Camp or by using "virtualization" software.

Is it true that Apple has blocked Linux from working on the Retina MacBook Air?
Yes and no. The integrated "T2" security chip in the Retina MacBook Air does prevent the Retina MacBook Air from booting Linux. However, it is possible to disable the T2 security chip and then boot Linux subsequently.
